SHANTI Act 2025 Receives Presidential Assent; Implementation Timelines Awaited
Government Yet to Notify Rules and Regulations; Act Focuses on Nuclear Safety, Security, Safeguards, and Public Welfare Applications
The SHANTI Act, 2025 has received the assent of the President of India on 20 December 2025 and has been Gazette notified. However, the Government has not yet announced timelines for framing the Rules, Regulations, and Policies required for the Act’s implementation. The legislation includes provisions for drafting detailed Rules and Regulations to ensure effective enforcement. It also empowers the Central Government to establish Directorates, Wings, and Divisions to discharge functions under the Act. These include strengthening safety, security, safeguards, interagency coordination during radiation emergencies, and fixing accountability on licensees or holders of safety authorizations. The SHANTI Act aligns key aspects of civil nuclear cooperation within India’s legal framework. It aims to enhance the share of nuclear energy in meeting national goals while fully complying with domestic and international commitments related to safety, security, safeguards, and civil liability for nuclear damage. Additionally, the Act provides a comprehensive legal framework for promoting, developing, and using atomic energy and ionizing radiation for public welfare. It supports applications across nuclear power generation, healthcare, food, water, agriculture, research, industry, environment, and innovation in nuclear science and technology, alongside establishing a robust regulatory system for safe and secure utilization.
