NITI Aayog Unveils Roadmap to Revitalise India’s Apprenticeship Ecosystem

New Delhi, February 20: NITI Aayog on Thursday released a policy report titled “Revitalizing Apprenticeship Ecosystem: Insights, Challenges, Recommendations and Best Practices,” presenting a comprehensive strategy to strengthen apprenticeships as a cornerstone of India’s skilling and employment architecture. The report was launched by Dr. Arvind Virmani, Member (Skill Development, Labour & Employment), alongside NITI Aayog CEO B.V.R. Subrahmanyam. The report advocates the creation of a unified digital platform to streamline apprenticeship processes nationwide, simplifying engagement for both industry and youth. Among its key proposals is the introduction of an Apprenticeship Engagement Index, aimed at benchmarking performance, improving accountability, and encouraging healthy competition across states and sectors.

Underscoring the need for decentralised execution, the report highlights the pivotal role of District Skill Committees, recommending that they be empowered as nodal implementation anchors to drive coordination at the grassroots level. It also calls for expanding opportunities within the MSME sector through cluster-based consortia and community-driven networks, a step expected to widen access and enhance industry participation.

Addressing the gathering, Dr. Virmani emphasised that a vibrant apprenticeship ecosystem is vital for developing a skilled, productive, and future-ready workforce aligned with India’s economic ambitions. Subrahmanyam noted that revitalising apprenticeships would not only improve employability but also enhance enterprise productivity and innovation, while aligning India’s systems with global best practices.

The report outlines 20 actionable recommendations, organised under five interconnected pillars: policy and systemic reforms, structural and regulatory strengthening, state and district-level interventions, industry engagement, and apprentice-centric support mechanisms. It further includes a compendium of best practices drawn from states, industry stakeholders, and international experiences.

Framing apprenticeships as a strategic investment in human capital, the report aims to bolster India’s competitiveness and accelerate progress toward the Viksit Bharat vision.
