The Assam government, led by Chief Minister Himanta Biswa Sarma, has introduced the Uniform Civil Code, Assam Bill 2026 in the state Assembly. The proposed legislation is expected to be discussed and passed during the ongoing session. Assam’s move comes after Gujarat adopted a similar legal framework, following the path first laid out by Uttarakhand.

Uttarakhand made history in February 2025 by becoming the first Indian state to implement a Uniform Civil Code, aiming to establish equal civil laws regardless of religion, caste, or gender. The code covers issues such as marriage, divorce, inheritance, succession, and live-in relationships under a common legal structure.

Like Uttarakhand, Assam’s proposed UCC bill excludes Scheduled Tribes (STs) from its scope, acknowledging constitutional protections for tribal customs and traditions. The legislation also includes provisions related to marriage laws, succession, prohibition of polygamy, and mandatory registration of live-in relationships.

Gujarat had earlier become the second state after Uttarakhand to move toward implementing the UCC, signaling growing political momentum around the issue. The development has reignited nationwide discussions over the possibility of a broader common civil law framework in India.
