New Delhi: The Delhi government’s Budget 2025–26 presents a ₹1 lakh crore roadmap aimed at balancing welfare commitments with infrastructure expansion, as the national capital continues to navigate rising urban demands.
According to the budget document, the total estimated outlay stands at ₹100,000 crore, with a significant focus on social services, transport, and energy. Revenue receipts are projected at ₹69,450 crore, while revenue expenditure is higher at ₹71,918 crore, indicating continued pressure on the state’s finances.
Focus on Welfare and Public Services
A major share of spending has been allocated to social and community services, including education, healthcare, and social welfare schemes. The government continues to prioritise sectors like public health, women and child development, and education—key pillars of its governance model. Urban development and housing also receive substantial funding, reflecting Delhi’s growing infrastructure needs and population pressures.

Capital expenditure is estimated at over ₹28,000 crore, indicating a strong push toward infrastructure creation and asset building.
Revenue and Fiscal Challenges While tax revenue remains the backbone of Delhi’s finances, the budget also reflects challenges. The fiscal deficit is projected at over ₹13,000 crore, underlining the gap between earnings and expenditure.
