New Delhi: The Lok Sabha on Tuesday passed the Appropriation (No. 3) Bill, 2026 by a voice vote amid relentless protests and slogan-shouting by opposition members, allowing the government to access funds from the Consolidated Fund of India for approved public expenditure.

The House witnessed repeated disruptions as opposition MPs continued their protests, forcing the Speaker's Chair to urge members several times to return to their seats and participate in the scheduled discussion on government spending. However, the appeals went unheeded, and the bill was eventually put to a voice vote and passed.

The Appropriation Bill is a crucial part of Parliament's annual financial process. Under Article 114 of the Constitution, the government cannot withdraw money from the Consolidated Fund of India without parliamentary approval. The legislation authorises expenditure already approved through the Demands for Grants, along with constitutionally charged expenditures that do not require voting.

Despite the bill's passage, the opposition continued its protests inside the House, disrupting normal proceedings. With the uproar showing no signs of easing, the Lok Sabha was adjourned for the remainder of the day.

The government is now expected to move to the next stage of the financial process with discussions on the Finance Bill, while the Monsoon Session continues to witness frequent confrontations between the treasury and opposition benches.
