The Government of India has introduced the Jan Vishwas (Amendment of Provisions) Bill, 2026 in the Lok Sabha, marking a significant push toward regulatory reform. The Bill was tabled by Minister of State for Commerce and Industry Jitin Prasada following Cabinet approval.

The legislation proposes amendments to 784 provisions across 79 Central Acts handled by 23 ministries. A major focus is the decriminalisation of 717 provisions, shifting from imprisonment for minor, technical, or procedural violations to monetary penalties or warnings. Additionally, 67 provisions are being amended to improve citizens’ ease of living.

The Bill seeks to rationalise more than 1,000 offences by removing outdated laws and introducing a graded enforcement system. First-time violations may invite warnings, while penalties will be proportionate to the seriousness of the offence. It also provides for adjudicating officers and appellate authorities to ensure faster resolution and reduce the burden on courts.

Reforms extend to laws such as the New Delhi Municipal Council Act, 1994 and the Motor Vehicles Act, 1988, aiming to simplify municipal taxation and vehicle-related compliance.

Developed through extensive consultations involving ministries, industry bodies, civil society, and committees under NITI Aayog, the Bill builds upon earlier reforms like the Jan Vishwas Act, 2023.

Overall, the Bill reflects a shift toward trust-based governance, reducing criminal liability for minor non-compliance while encouraging investment, improving regulatory efficiency, and supporting economic growth.
