Delhi Government Notifies Winter Air Quality Framework; Entry of Non-BS VI Commercial Vehicles to be Restricted

New Delhi, June 19: In a major step towards improving air quality during the winter season, the Delhi Government on Friday notified the Proactive Winter Air Quality Management Framework, introducing a series of measures aimed at curbing pollution across the national capital.

Under the framework, non-BS VI commercial vehicles registered outside Delhi will not be allowed to enter the city from November 1, 2026, to January 31, 2027. However, exemptions will be granted to CNG vehicles, electric vehicles, emergency service vehicles, and vehicles engaged in government duties.

Chief Minister Rekha Gupta stated that only vehicles possessing a valid Pollution Under Control Certificate (PUCC) will be eligible to purchase fuel at petrol pumps in Delhi. The move is expected to strengthen compliance with emission norms and reduce vehicular pollution.

To discourage excessive use of private vehicles during the high-pollution winter months, parking charges at authorized parking facilities will be doubled from November 1, 2026, to February 28, 2027.

The framework also includes staggered office timings, a strict ban on open burning of garbage and biomass, enhanced dust-control measures, and advance planning for construction-related activities.

Chief Minister Gupta emphasized that the government is announcing these measures well in advance to allow residents, businesses, and transport operators sufficient time to prepare, ensuring smoother implementation during the winter season.

The Delhi Government believes that the proactive framework will play a crucial role in reducing pollution levels and improving air quality across the city during the most challenging months of the year.
