After Malviya Nagar Tragedy, Delhi Government Brings New B&B Policy and Key Reform Bills

The Delhi government will introduce a Bill to repeal the National Capital Territory of Delhi (Incredible India) Bed and Breakfast Establishments (Registration and Regulation) Act, 2007 during the upcoming Monsoon Session of the Delhi Assembly.

The move comes nearly two months after the Malviya Nagar B&B fire, which killed 23 people, including several foreign nationals.

Assembly Speaker Vijender Gupta said the four-day session, starting Friday, will also see the introduction of two other Bills—the Delhi (Right of Citizen to Time Bound and Ease of Delivery of Service) Bill, 2026 and a Bill to amend the Delhi Urban Shelter Improvement Board Act, 2010. Two Comptroller and Auditor General (CAG) reports will also be presented.

Tourism Minister Kapil Mishra said the government is preparing a new Delhi Bed & Breakfast Policy, 2026. The proposed policy introduces self-certification, self-renewal, and deemed approval within seven working days, replacing the 30-day approval process under the existing law.

According to Mishra, the new policy is expected to be approved by the Cabinet within a month. Until then, the Centre's rules for B&B establishments will remain in force in Delhi.

The government is also working on the Delhi Ease of Doing Business Bill, 2026, aimed at making it easier to start and run businesses in the capital. The draft proposes self-certification for low-risk industries and no routine inspections for the first three years.

Chief Minister Rekha Gupta said the government's goal is to create a business-friendly environment where entrepreneurs spend less time dealing with paperwork and more time growing their businesses.
