Nepal PM Balen Shah’s Remarks on India Border Dispute Spark Controversy

Nepal Prime Minister has sparked controversy after making remarks on the long-standing border dispute between and , stating that not only India but Nepal, too, had allegedly occupied land in certain areas.

Addressing Parliament on Sunday, Shah said that Kathmandu and New Delhi have exchanged diplomatic notes regarding the border dispute and agreed to work toward a peaceful resolution through mutual dialogue. According to him, historians, surveyors, and relevant experts will be involved in finding a long-term solution.

The border disagreement between India and Nepal primarily concerns the regions of Kalapani, Lipulekh, and Limpiyadhura — strategically significant areas located near the tri-junction of India, Tibet, and Nepal. Both nations claim sovereignty over these territories, while India maintains that the regions are part of Uttarakhand.

Speaking on the issue, Shah said Nepal had officially sent a diplomatic note to India raising concerns over what it describes as territorial encroachment in areas including Lipulekh. He added that India had responded positively, and both countries had agreed to pursue a diplomatic resolution.

In a statement that triggered debate, Shah remarked that “not only India, but Nepal too has occupied land in several places,” suggesting that both nations should examine historical facts objectively and resolve the matter through cooperation rather than confrontation.

He further stated that the dispute has historical roots dating back to the era of British India and said Nepal has also held diplomatic discussions with China and the United Kingdom regarding the issue. According to Shah, understanding the historical context is crucial for achieving a lasting settlement.

However, the Prime Minister’s remarks have sparked criticism within Nepal itself. Several social media users, former diplomats, and border experts reportedly challenged his claims, calling them misleading and unsupported by evidence.

Former Nepalese Ambassador to India, , said he had no knowledge of Nepal occupying Indian territory and noted that nearly 97 percent of border issues between the two countries had already been resolved. He added that remaining disputes largely involve missing border pillars.

Similarly, former ambassador rejected the claim outright, saying no official record supports allegations of Nepal occupying Indian land.

Border expert also dismissed the statement, arguing that Nepal has never expanded its authority into Indian territory and that traditional land use in border regions should not be interpreted as territorial occupation.

As discussions continue, political observers believe Shah’s comments represent a shift from Nepal’s traditionally nationalist stance on border issues, though the controversy surrounding his remarks continues to intensify.
