Mumbai 3.0: Maharashtra Plans New City Across 124 Villages, Singapore Firm to Prepare Master Plan
New urban hub to come up between Mumbai and Navi Mumbai, with focus on connectivity, business, technology and modern infrastructure
Maharashtra is accelerating plans to develop a new urban centre, popularly being referred to as ‘Mumbai 3.0’, to ease the growing population and traffic pressure on Mumbai. The proposed city will be developed across 124 villages in Raigad district, covering an area of around 323.44 sq km.
The Mumbai Metropolitan Region Development Authority (MMRDA) has entrusted Singapore-based Surbana Jurong Infrastructure Pte. Ltd. with preparing the vision document, master plan and overall development framework for the ambitious project. New economic centre between Mumbai and Navi Mumbai
The proposed urban area will cover villages located in the Uran, Panvel and Pen talukas of Raigad district. The project is also known as the Karnala-Sai-Chirner (KSC) New Town.
The location is considered strategically important as the proposed city will be close to the Atal Setu (Mumbai Trans Harbour Link) and the Navi Mumbai International Airport. Connectivity through metro networks, suburban rail, expressways and the airport is expected to make the region an important residential and commercial hub.
The government is planning to develop commercial zones, logistics parks, IT centres and hospitals in the new city.
Landowners to get multiple compensation options The authorities are also working on options for landowners affected by the project. Farmers and property owners may have the option to choose cash compensation, Floor Space Index (FSI), Transferable Development Rights (TDR) or participate in a land-pooling model.
Under land pooling, a portion of the developed land could be returned to the original landowners after development.
Focus on jobs, education and technology With Mumbai and Navi Mumbai facing increasing pressure on available land and infrastructure, Mumbai 3.0 is being planned as a long-term urban expansion project.
The proposed city is expected to feature educational institutions, research centres, technology companies and modern housing, along with large-scale commercial and logistical infrastructure.
The project is aimed at creating a new economic centre while providing better housing, infrastructure and employment opportunities for the growing population of the Mumbai Metropolitan Region.
