A sharp and rather unusual exchange unfolded in the Supreme Court of India during the hearing of the Malda matter, drawing attention to concerns over administrative accessibility and bureaucratic conduct.

During the proceedings, the Chief Justice of India, Justice Surya Kant, posed a pointed question to the West Bengal Chief Secretary regarding alleged communication gaps with the judiciary.

CJI: “Do you not even take calls from the Chief Justice of the Calcutta High Court?”

The question came amid reports that attempts by the High Court to reach senior state officials had gone unanswered.

Responding to the court, the Chief Secretary explained:

Chief Secretary: “One number was switched off, and the other is a highly secure line.”

The response, however, did not go down well with the bench.

CJI Justice Surya Kant: “Is your security so high that even the Chief Justice of the High Court cannot reach you? Please bring yourself down a little so that even ‘ordinary’ officers like the Chief Justice can access you.”

The courtroom moment underscored growing concerns over bureaucratic inaccessibility and the widening communication gap between administrative authorities and constitutional institutions.
